Ehsaas M&E Framework

Ehsaas has evolved out of a methodical, consultative and participatory approach. It further aims at developing a robust and comprehensive Monitoring, Evaluation and Research (MER) framework for a harmonized and effective approach toward monitoring, tracking, evaluating and analyzing results. The Ehsaas M&E framework aims to:

  • Facilitate collection of quality data on results
  • Assess programme performance frequently and systematically through evaluative reflection and learning for course correction
  • Assist reporting on a common set of indicators using standardized M&E methodologies and tools
  • Manage and respond to risk, issues, and lessons in a timely and effective manner

The framework to be used can be accessed here. Ehsaas M&E Framework will consist of the following three components:

The Logical Framework will:

  • Provide the logical linkages between the targets and outcomes, outputs and activities
  • Include details on planned budget and allocation of resources
  • Give particulars of lead and participating departments/bodies
  • Provide modalities for implementing partners

The Monitoring Matrix will:

  • Support the logical consequence of achieving a combination of outcomes, outputs and activities
  • Provide information to measure the progress towards achieving the results
  • Include details on sources, frequency, responsibility and reporting components

The Evaluation and Research Matrix will:

  • Support periodic assessment of the outcomes and outputs of ongoing or completed initiatives to determine the relevance, efficiency, effectiveness, impact and sustainability of the intended or achieved results at key moments through formative and summative evaluations for course correction and reach desired objectives.
  • Establish efficiency, effectiveness and value for money for each selected intervention to learn lessons and invest further based on lessons learned.
  • Enhance sustainability and measure impact of desired interventions
  • Generate information and analyses for learning for future as well as for strengthening accountability
